Draft Environmental Impact Report


The City has prepared a Draft Environmental Impact Report (EIR) to address the potential environmental impacts associated with implementation of the proposed General Plan 2050. The Draft EIR identified less-than-significant impacts for aesthetics, biological resources, cultural and tribal cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, population and housing, public services, parks, and recreation, and utilities and service systems. The Draft EIR identified potential significant-and-unavoidable impacts at the program level for agricultural resources, air quality, noise, transportation, and wildfire. The identification of these program-level impacts would not preclude the finding of less-than-significant impacts for subsequent individual projects that meet project-level thresholds of significance.

Members of the public, agencies, and interested organizations are invited to provide comments on the Draft EIR that focus on whether the Draft EIR is sufficient in discussing possible impacts to the physical environment, ways in which potential adverse effects may be avoided or minimized through mitigation measures, and alternatives to the project in light of the purpose of the EIR to provide useful and accurate information about such factors.

A public meeting to accept verbal comments on the Draft EIR will be held on Thursday, November 14, 2024, at 4:30 p.m. Members of the public may participate in person at the City Hall Council Chambers, 100 Santa Rosa Avenue, Santa Rosa, CA. The public can also view or listen to the meeting live at:

Comments can be submitted prior to, during, or after the public meeting, but should be submitted by the end of the 45-day review period at 5:00 p.m. on Wednesday, November 20, 2024. Please send your written comments to Amy Nicholson, Supervising Planner – Advance Planning, by mail, or email to the addresses listed below.
